ANTI-PIRACY MEASURES.

INDIANS.

As stated above, none of the Indian recruit s has arrived yet, and they can not be expected before the first week in July. In the meanwhile men have been selected from official units in the Colony.

There are two classes of Indian guards in the Colony as distinct from the Indian Police proper. Class 1 men are police guards, all ex-soldiers, employed on isolated duties such as guarding Government House, magazines, waterworks, etc., where supervision is not possible. Class II men, numbering some 600 employed as ships' guards, watchmen, etc., who may be of some what inferior type to Class 1 guards.

Twenty-four Class 1 men have been detailed for anti- piracy duties and are being specially trained. In addition, 36 men have been selected from the Class II guards and have now been under training for six weeks.

When the Indian recruits arrive they will receive a special course of training. The best of them will be selected for anti-piracy duties or to replace the Class 1 guards, the remainder, if suitable, will be come Class II guards.

The reason

11. The new Indian piracy guards will, therefore, be interchangeable with the Class 1 or police guards. they are not joining the police proper is that by entering them

guards" and not "police constables" they do not be come eligible for pensions and other benefits except in the case of men killed or wounded in action.

13. The first Russian Guard will actually embark in the Canadian Pacific Railay steamer "Empress of Canada" at Hong kong on 1 th July 1930.

14.

As the employment of Russians on guard, as opposed to civil duties, is a new departure for the Hongkong Government a special agreement as to conditions of service has been drawn up by the Inspector-General of Police and a copy is enclosed.
